BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 **DRAFT** COMMITTEE MEETING MINUTES March 20, 2025 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Thursday, March 20, 2025, at 11:00 a.m. in the Room 403 of the 4th Floor. The agenda summary is as follows: 1. Reported SB 130 (Sen. Singh) and SB 131 (Sen. Lauwers) with recommendation. 2. Testimony regarding SB 157 (Sen. Bayer). The Chair called the meeting to order at 11:00 a.m.. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) McCann, Wojno, Santana, Hertel, Singh, Hauck, Lauwers and Bellino. The Chair entertained a motion by Sen. McCann, to adopt the meeting minutes from March 13, 2025. Without objection, the minutes were adopted. The Chair invited Senator Singh and Senator Lauwers to explain Senate Bills 130 and 131. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB130 and SB 131: Michigan Association of Beauty Professionals - Support Paige Fults, LARA - Support Stacy Wells, L'Esprit Academy - Support David Dagenais, Michigan College of Beauty, Troy - Support Don Romain, Chief Regulatory Offices, Douglas J Institute and Salon - Support The Chair invited Senator Bayer to testify on SB 157. The Chair invited the following individuals to present testimony regarding SB157: Eric and Sherry Wexler - Support Lisa Barnett – Support Page 2 of 2 The Chair read the cards of those individuals not wishing to testify before the committee regarding SB157: Ann Griffin, Attorneys for Animals - Support Ann Griffin, State Bar of Michigan Animal Law Section - Support The Chair entertained a motion by Sen. Singh, to report SB130 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) McCann, Wojno, Santana, Hertel, Singh, Hauck, Lauwers and Bellino Nays: None Pass: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Lauwers, to report SB131 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) McCann, Wojno, Santana, Hertel, Singh, Hauck, Lauwers and Bellino Nays: None Pass: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Hauck, to excuse absent members from the meeting. Without objection, Senator Webber and Senator Polehanki were excused from the meeting.
