BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0990 DRAFT COMMITTEE MEETING MINUTES March 20, 2025 A meeting of the Senate Appropriations Subcommittee on Appropriations Subcommittee on DHHS was scheduled for Thursday, March 20, 2025, at 12:00 noon in the Harry T. Gast Appropriations Room of the 3rd Floor. The Chair called the meeting to order at 12:01 p.m.. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Santana, Sen.(s) Cherry, Irwin, Bayer, Klinefelt, Outman, and Huizenga. At 12:03 p.m., Senator Theis entered the meeting. A quorum was now present. The Chair invited the following individuals to present testimony regarding the impact of Federal Medicaid cuts: - Meghan Groen, Senior Deputy Director of the Behavioral and Physical Health and Aging Services Administration for DHHS and Erin Emerson, Director of Strategic Partnerships and Medicaid Administrative Services for DHHS - Philip Bergquist, CEO of the Michigan Primary Care Association; Julie Tatko, President and CEO of Family Health Care; Lisa Rutledge, Special Projects Manager for Western Wayne Family Health Care; and Farhan Bhatti, M.D., CEO of Care Free Medical - Adam Carlson, Senior Vice President of Advocacy for the Michigan Health and Hospital Association and Dr. Philip E. Rodgers, M.D., George A. Dean, M.D. Chair of Family Medicine, Professor, Family Medicine and Internal Medicine, Co-Director, Adult Palliative Care Program, Michigan Medicine - Richie Farran, Vice President of Government Services for the Health Care Association of Michigan At 12:06 p.m., Senator Hauck entered the meeting. A quorum was now present. At 12:43 p.m., Senator Hauck left the meeting. At 1:28 p.m., Senators Cherry, Irwin, Bayer, Klinefelt, Outman, Huizenga and Theis left the meeting. There being no further business before the committee, the Chair made a motion to adjourn the committee at 1:39 p.m. Without objection, the committee was adjourned.
