BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES April 17, 2025 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, April 17, 2025, at 12:30 p.m., in Room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 147 (Sen. Santana) with recommendation. 2. Reported SB 160 (Sen. Shink) with recommendation. 3. Testimony regarding SB 78 (Sen. Santana). The Chair called the meeting to order at 12:31 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana and Runestad, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from April 10, 2025. Without objection, the minutes were adopted. The Chair brought up SB 147. The Chair entertained a motion by Sen. Santana to report SB 147 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana Nays: None Pass: Sen. Runestad The motion prevailed and the bill was reported. The Chair brought up SB 160. The Chair entertained a motion by Sen. Shink to report SB 160 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana Nays: Sen. Runestad The motion prevailed and the bill was reported. The Chair brought up SB 78, and invited Sen. Santana to summarize the bill. The Chair invited the following individuals to present testimony regarding SB 78: Kevin Hana, Hana Holdings and KBH Consulting – Support Dr. Raphael B. Johnson, Self – Support Peter Lucido, Macomb County Prosecutor – Support The Chair recessed the committee from 12:58 p.m. to 1:12 p.m. The Chair moved to excuse absent members from the meeting. Without objection, Sen. Johnson was excused from the meeting. The Chair recessed the committee from 1:13 p.m. to 1:16 p.m. The Chair invited Dale Hilson, Muskegon County Prosecutor to present testimony in support of SB 78. The cards were read of those individuals not wishing to present testimony regarding SB 78: Harvey Santana, Alliance for Safety & Justice – Support Alex Morris, Michigan Bankers – Oppose Brandon Lanyon, Prosecuting Attorney’s Association of Michigan - Support There being no further business before the committee, the Chair moved to adjourn the committee.
