BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7748 DRAFT COMMITTEE MEETING MINUTES April 23, 2025 A meeting of the Senate Committee on Finance, Insurance, and Consumer Protection was scheduled for Wednesday, April 23, 2025, at 12:00 noon in the Room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 3 (S-1) (Sen. Camilleri) with recommendation. 2. Reported SB 4 (Sen. Klinefelt) with recommendation. 3. Reported SB 5 (Sen. Shink) with recommendation. The Chair called the meeting to order at 12:02 p.m.. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer, Camilleri, Huizenga, Theis and Daley. The Chair entertained a motion by Senator Irwin to adopt the meeting minutes from March 12, 2025. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Camilleri to adopt the (S-1) substitute to SB 3. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer, Camilleri, Huizenga, Theis, and Daley. Nays: None. Pass: None. The motion prevailed and the substitute was adopted. The Chair invited the following individuals to present testimony regarding SB 3, SB 4, and SB 5: Sen. Camilleri to report the (S-1) version of SB3 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer and Camilleri Nays: Sen.(s) Theis and Daley Pass: Sen. Huizenga The motion prevailed and the bill was reported. The Chair entertained a motion by Senator Bayer to report SB4 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer and Camilleri Nays: Sen.(s) Theis and Daley Pass: Sen. Huizenga The motion prevailed and the bill was reported. The Chair entertained a motion by Senator Irwin to report SB5 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer and Camilleri Nays: Sen.(s) Theis and Daley Pass: Sen. Huizenga Page 3 of 3 The motion prevailed and the bill was reported. There being no further business before the committee, the Chair made a motion to adjourn the committee at 1:09 p.m. Without objection, the committee was adjourned.
