HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, May 12, 2026 Noon. Room 519, House Office Building The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Koleszar, Andrews, Grant, Miller and Wilson. Absent: Rep. Hope. Excused: Rep. Hope. Representative Alexander moved to adopt the meeting minutes from April 28, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4644 before the committee: HB 4644 (Rep. St. Germaine) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 657a (MCL 257.657a), as amended by 2018 PA 139. The following person submitted a card with a neutral position on HB 4644, but did not wish to speak: Max Aulbach, representing the Michigan Department of Transportation. Representative Kunse moved to adopt substitute (H-1) to HB 4644. The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Koleszar, Andrews, Grant, Miller and Wilson. Nays: None. Pass: None. Representative Kunse moved to report out HB 4644 with recommendation, as substitute (H-1). The motion prevailed 14-0-2: FAVORABLE ROLL CALL Yeas: Reps. The Chair laid HB 5726 before the committee: HB 5726 (Rep. Koleszar) A bill to amend 1909 PA 283, entitled "An act to revise, consolidate, and add to the laws relating to the establishment, opening, discontinuing, vacating, closing, altering, improvement, maintenance, and use of the public highways and private roads; the condemnation of property and gravel therefor; the building, repairing and preservation of bridges; maintaining public access to waterways under certain conditions; setting and protecting shade trees, drainage, and cutting weeds and brush within this state; providing for the election or appointment and defining the powers, duties, and compensation of state, county, township, and district highway officials; and to prescribe penalties and provide remedies," by amending section 2 (MCL 225.2). Alexander) A bill to amend 2006 PA 384, entitled "Driver education provider and instructor act," (MCL 256.621 to 256.705) by adding section 40. HB 5768 (Rep. Alexander) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 309 and 310e (MCL 257.309 and 257.310e), section 309 as amended by 2022 PA 45 and section 310e as amended by 2019 PA 33, and by adding section 309a. Representative Alexander testified in support of HB 5767 and HB 5768. Questions and discussions followed.
