BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES June 3, 2025 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, June 3, 2025, at 1:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 288 (Sen. Klinefelt) with recommendation. 2. Reported SB 285 (Sen. Klinefelt) with recommendation. 3. Reported SB 286 (Sen. Klinefelt) with recommendation. 4. Reported SB 287 (Sen. Klinefelt) with recommendation. The Chair called the meeting to order at 1:31 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink, Hoitenga and Daley, a quorum was present. The Chairman entertained a motion by Sen. Wojno to adopt the meeting minutes from April 8, 2025. Without objection the minutes were adopted. The Chair brought up SB 288, and summarize the bill for the committee. The Chair invited the following individuals to present testimony regarding SB 288: Judy Allen, Michigan Townships Association – Support Jennifer Rigterink, Michigan Municipal League – Support Katherine Bussard, Self – Oppose The cards were read of those individuals not wishing to present testimony regarding SB 288: Sam Gibson, Michigan Association of Counties – Support Steve Delie, Mackinac Center for Public Policy - Oppose The Chair entertained a motion by Sen. Bayer to report SB 288 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer and Shink Nays: Sen.(s) Hoitenga and Daley The motion prevailed and the bill was reported. The Chair brought up SB’s 285-287, and summarize the bills for the committee. The Chair invited the following individuals to present testimony regarding SB’s 285-287: Judy Allen, Michigan Townships Association – Support SB 285 Katherine Bussard, Self - Oppose The cards were read of those individuals not wishing to present testimony regarding SB’s 285-287: Yavonne Whitbeck, Self – Neutral Bill Whitbeck, Self – Oppose Professor William Wagner, Self - Oppose The Chair entertained a motion by Sen. Moss to report SB 285 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer and Shink Nays: Sen.(s) Hoitenga and Daley The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Moss to report SB 286 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer and Shink Nays: Sen.(s) Hoitenga and Daley The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Wojno to report SB 287 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer and Shink Nays: Sen.(s) Hoitenga and Daley The motion prevailed and the bill was reported.
