CURTIS VANDERWALL CHAIR COMMITTEE MEETING MINUTES Wednesday, May 13, 2026 9:00 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair VanderWall. The Chair requested attendance to be called: Present: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Witwer, Brenda Carter, Neeley, Hoskins and Foreman. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative DeBoer moved to adopt the meeting minutes from April 29, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4466, HB 4467 and HB 4468 before the committee: HB 4466 (Rep. Jaime Greene) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16221 and 16226 (MCL 333.16221 and 333.16226), as amended by 2023 PA 209. HB 4467 (Rep. Paquette) A bill to prohibit chemical and surgical mutilation of minors; to provide remedies; and to provide for the powers of certain state officers and entities. HB 4468 (Rep. Kunse) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," (MCL 500.100 to 500.8302) by adding section 3406ww. Representative Meerman moved to report out HB 4466 with recommendation that the bill be referred to the Committee on Government Operations. The motion prevailed 10-0-5: FAVORABLE ROLL CALL Yeas: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine and Bohnak. Nays: None. Pass: Reps. Representative Green, joined by Elizabeth McElhiney, representing the Alliance for Health Information Operations and Standards, and Kyle Probst, representing Datavant, and the Alliance for Health Information Operations and Standards, testified in support of HB 5681. Questions and discussion followed. The following person submitted a card in support of HB 5681, but did not wish to speak: Kate Dorsey, representing the Michigan State Medical Society. The Chair laid HB 5903 before the committee: HB 5903 (Rep. Bierlein) A bill to amend 1974 PA 258, entitled "Mental health code," by amending section 134 (MCL 330.1134), as amended by 2015 PA 59. Representative Bierlein, joined by Steve Vernon, representing Cedar Creek Hospital, testified in support of HB 5903. Questions and discussions followed.
