BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2426 COMMITTEE MEETING MINUTES June 03, 2025 A meeting of the Senate Committee on Natural Resources and Agriculture was scheduled for Tuesday, June 3, 2025, at 3:00 p.m. in the Room 1300 of the Binsfeld Office Building The agenda summary is as follows: 1. Testimony regarding SB 223 (Sen. Polehanki) 2. Testimony regarding SB 235 (Sen. Singh) and SB 236 (Sen. Bellino) The Chair called the meeting to order at 3:01 p.m.. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Shink, Sen.(s) Cherry, Singh, Polehanki, Daley, Victory and Hoitenga The Chair entertained a motion by Senator Cherry to adopt the meeting minutes from March 18, 2025. Without objection, the minutes were adopted. The Chair invited Senator Polehanki to explain SB 223. The Chair invited the following individuals to present testimony regarding SB 223: Ann Griffin, Director of Advocacy with Michigan Humane - Support Stephen Rapundalo, MichBIO - Opposed Bee Friedlander and Kelley Stabler, Attorneys for Animals - Support Mitchell Nelson, Michigan State Director for Humane World – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 223: Ronald Phillips, Animal Health Institute - Opposed State Bar of Michigan Animal Law Section - Support Ryan Merkley, Physicians Committee For Responsible Medicine - Support Tanya Hildendorf, Michigan Pet Alliance - Support Mikaylah Heffernan, MDARD - Neutral Nancy McKee, Zoetis - Opposed Jonathan White, Charles River Laboratories - Opposed Holly Thoms, Capital Area Humane Society - Support Page 2 of 2 The Chair invited Senator Singh and Senator Bellino to explain SB 235 and SB 236. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 235 and SB 236: Sarah Gonzalez, Delta Air Lines - Support John Delmotte and Scott Piggott, Michigan Corn Growers Association - Support Nichole Keway Biber, Clean Water Action - Opposed The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 235 and SB 236: Chuck Lippstreu, MI Agri-Business Association - Support Justin Heckel, UPS - Support Heather Dziedzic, American BioGas Council - Support Olga Chistyakova, BP - Support Bian Shoaf, Detroit Chamber - Support Andrew Vermeesch, Farm Bureau - Support Derek Phelps, Twelve Benefit Corporation - Support Kent Hartwig, Gevo - Support Ed Rivet, Michigan Conservative Energy Forum - Support Chase Attanasio, Clean Fuels MI - Support There being no further business before the committee, the Chair made a motion to adjourn the committee at 4:00 p.m. Without objection, the committee was adjourned.
