BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2406 COMMITTEE MEETING MINUTES June 10, 2025 A meeting of the Senate Committee on Housing and Human Services was scheduled for Tuesday, June 10, 2025, at 12:00 noon, in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 19 (S-1) (Sen. Anthony) with recommendation. 2. Reported SB 20 (Sen. Anthony) with recommendation. 3. Reported SB 21 (Sen. Anthony) with recommendation. 4. Reported SB 22 (Sen. Anthony) with recommendation. 5. Presentation regarding Cuts to Food Assistance. The Chair called the meeting to order at 12:11 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Cherry, Chang, Geiss, Lindsey, Hoitenga, and Damoose, a quorum was present. The Chair entertained a motion by Sen. Santana to adopt the meeting minutes from June 3, 2025. Without objection, the minutes were adopted. The following cards were read in of those individuals not wishing to testify before the committee regarding SB 19 – SB 22: Mariah Walton, City of Ann Arbor – Support The following cards were read in of those individuals not wishing to testify before the committee regarding SB 19 – SB 21: Brad Ward, Michigan Realtors – Oppose Jim Kirsch, Property Management Association of Michigan – Oppose Erika Farley, Rental Property Owners Association – Oppose Holly Tatman, Apartment Association of Michigan – Oppose Todd Skowronski, Community Association Institute Michigan Chapter – Oppose The following cards were read in of those individuals not wishing to testify before the committee regarding SB 22: Page 2 of 3 Jim Kirsch, Property Management Association of Michigan – Support Holly Tatman, Apartment Association of Michigan – Support Erika Farley, Rental Property Owners Association – Support The Chair offered an (S-1) version of SB 19. The Chair entertained a motion by Sen. Cavanagh to adopt (S-1) version of SB 19. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Cherry, Geiss, Lindsey, Hoitenga, and Damoose Nays: None The motion prevailed and the substitute was adopted. The Chair entertained a motion by Sen. Bayer to report the (S-1) version of SB 19 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Cherry, Geiss Nays: Sen.(s) Lindsey, Hoitenga, and Damoose The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Shink to report SB 21 to the floor with recommendation that it pass. The Chair entertained a motion by Sen. Chang to report SB 22 to the floor with recommendation that it pass. The Chair entertained a motion by Sen. Cherry to report SB 20 to the floor with recommendation that it pass. The Chair entertained a motion by Sen. Lindsey to reconsider the vote by which SB 22 was reported. Without objection, the vote was reconsidered. The Chair entertained a motion by Sen. Lindsey to report SB 22 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Cherry, Geiss, Lindsey, Hoitenga, and Damoose Nays: None The motion prevailed and the bill was reported. The Chair invited Dwayne Haywood, Senior Deputy Director of the Economic Stability Administration, and Dr. James Bell, Chief of Staff for the Public Health Administration, for the Michigan Department of Health and Human Services, to provide a presentation regarding Food Assistance Programs in Michigan and potential impacts cuts to those programs could have on them. Page 3 of 3 The Chair invited the following individuals to present testimony regarding Cuts to Food Assistance: Monique Stanton, Michigan League for Public Policy Kathleen Hurd, Citizen Melissa Miles, Citizen At 1:15 p.m., the Chair recessed the committee. At 1:18 p.m., the Chair reconvened the committee. The Chair invited the following individuals to present testimony regarding Cuts to Food Assistance: Kaitlyn Lamie, Michigan Association of United Ways Elinor Jordan, Michigan Poverty Law Program Amanda Shreve, Michigan Farmers Market Association AJ Fossel and Lacy Duvernois, Community Food Club Stephanie Rubel, Catholic Charities of Southeast Michigan Dr. Pat Wells and Ashley Anderson, Corner Health Center Courtney Morrow, United Community Family Services Due to time constraints, and technical difficulties, the following individuals were unable to present testimony regarding Cuts to Food Assistance: Angela Wolf, Redford Interfaith Relief Samika Douglas, Citizen LaQuitta Brown, Citizen Julie Brunson, HOPE Gardens Julius Buzzard, Growing Hope Colton Ray and Amanda Bearwalde, EMU’s Swoop Pantry Melissa McDonnell, Ostego County United Way Fayiza Nabilsi, Bryant Market and Facilities There being no further business before the committee, the Chair moved to adjourn the committee.
