BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 DRAFT COMMITTEE MEETING MINUTES June 10, 2025 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, June 10, 2025, at 2:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4090 (Rep. Farhat) with recommendation. 2. Testimony regarding HB 4081 (Rep. DeBoyer). The Chair called the meeting to order at 2:04 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Hoitenga and Daley, a quorum was present. The Chairman entertained a motion by Sen. Wojno to adopt the meeting minutes from June 3, 2025. Without objection the minutes were adopted. The Chair brought up HB 4090, and invited Megan Yaskanin, of Rep. Farhat’s office to summarize the bill for the committee. The Chair invited the following individuals to present testimony regarding HB 4090: Hassan Beydoun, City of Detroit – Support Franklin Hayes, Assistant Chief, Detroit Police Department – Support Kyle Kaminski, Michigan Department of Corrections - Support The cards were read of those individuals not wishing to present testimony regarding HB 4090: Niel DeSouza, Michigan Department of Management and Budget - Support The Chair entertained a motion by Sen. Moss to report HB 4090 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Hoitenga and Daley Nays: None The motion prevailed and the bill was reported. The Chair brought up HB 4081, and invited Rep. DeBoyer summarize the bill for the committee. At 2:10 p.m., Sen. Shink entered the committee. The Chair invited the following individuals to present testimony regarding HB 4081: Shawon Cecil, Michigan Realtors - Support The cards were read of those individuals not wishing to present testimony regarding HB 4081: Jarrett Skorup, Mackinac Center – Support Sonny Kock, AFP – Michigan – Support Dawn Crandall, Home Builders Association – Support Deena Bosworth, MI Association of County Drain Commissioners - Oppose There being no further business before the committee, the Chair moved to adjourn the committee.
