BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES June 12, 2025 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, June 12, 2025, at 12:00 p.m., in Room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4025 (Rep. Price). 2. Testimony regarding HB 4026 (Rep. Paquette). 3. Testimony regarding HB 4047 (Rep. Bierlein). 4. Testimony regarding HB 4048 (Rep. Tsernoglou). The Chair called the meeting to order at 12:04 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from June 5, 2025. Without objection, the minutes were adopted. The Chair brought up HB’s 4025 and 4026, and invited Rep. Price to summarize the bills. The Chair invited the following individuals to present testimony regarding HB’s 4025 and 4026: Ryan Bates, End Gun Violence MI – Support The cards were read of those individuals not wishing to present testimony regarding HB’s 4025 and 4026: Catherine Tang, Everytown for Gun Safety – Support Anne Kuhnen, Kids Count Director, Michigan League for Public Policy – Support The Chair brought up HB’s 4047 and 4048, and invited Rep.(s) Tsernoglou and Bierlein to summarize the bills. The Chair invited the following individuals to present testimony regarding HB’s 4047 and 4048: Ilana Beller, Public Citizen’s Democracy Campaign – Support Zoey Brewer, Rape, Abuse & Incest National Network - Support The cards were read of those individuals not wishing to present testimony regarding HB’s 4047 and 4048: Matt Saxton, Michigan Sheriffs’ Association – Support Heath Lowry, Michigan Coalition to End Domestic & Sexual Violence – Support Mitch Albers, Michigan Association for Justice – Support Jess Averill, Michigan Domestic & Sexual Violence Prevention & Treatment Board – Support Kyle Zawacki, ACLU Michigan – Neutral The Chair moved to excuse absent members from the meeting. Without objection, Sen.(s) Runestad and Johnson were excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
