BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 COMMITTEE MEETING MINUTES December 02, 2025 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Tuesday, December 2, 2025, at 2:30 p.m. in the Room 403 of the 4th Floor The agenda summary is as follows: 1. Reported SB 198(S-1) (Sen. Singh) with recommendation. 2. Testimony regarding SB 472 (Sen. Singh); SB 473 (Sen. Singh) 3. Testimony regarding SB 721 (Sen. Moss); SB 722 (Sen. Moss) The Chair called the meeting to order at 2:36 p.m.. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) McCann, Wojno, Santana, Hertel, Singh, Hauck, Webber, Lauwers and Bellino. The Chair entertained a motion by Sen. McCann, to excuse absent members from the meeting. Without objection, Senator Polehanki was excused from the meeting. The Chair entertained a motion by Sen. Hauck to adopt the meeting minutes from November 13, 2025. Without objection, the minutes were adopted. The Chair entertained a motion from Senator Singh to report the S-1 version of SB198 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) McCann, Wojno, Santana, Hertel, Singh, Hauck, Webber, Lauwers and Bellino Nays: None Pass: None The motion prevailed and the bill was reported. The Chair invited Senator Singh to summarize SB 472 and SB 473. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 472 and SB 473: Tim Sowton, VP Public Policy and Research, Business Leaders for Michigan - Support Maureen Kraus, President & CEO, Detroit Regional Partnership - Support Daniel Witt, Head of State and Local Public Policy, Lucid Motors - Support Page 2 of 2 Mike Johnston, EVP, Government Affairs & Workforce Development, MI Manufacturers Assoc. - No position James Hohman, Mackinac Centner - Opposed The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 472 and SB 473: Randy Thelen, Economic Development Leaders for Michigan - Support Brian Shoaf, Detroit Regional Chamber - Support Beth DeShone, MI Forward Network - Opposed Paul Jordan, Self - Opposed Jeff Stoutenberg, DOW Chemical - Support Tim Golding and Sonny Koch, Americans for Prosperity Michigan - Opposed The Chair summarized SB 721 and SB 722. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 721 and SB 722: Peter Morman, MI Department of Treasury - Support The Chair read the card of those individuals not wishing to testify before the committee regarding SB 721 and SB 722: Jenn Hayes, Invest Detroit - Support There being no further business before the committee, the Chair made a motion to adjourn the committee at 3:40 p.m. Without objection, the committee was adjourned.
