BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7800 **DRAFT** COMMITTEE MEETING MINUTES December 2, 2025 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Tuesday, December 2, 2025, at 3:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 708 (Sen. Klinefelt) with recommendation. 2. Reported SB 709 (S-2) (Sen. Geiss) with recommendation. The Chair called the meeting to order at 3:33 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Geiss, Sen.(s) Klinefelt, Wojno, Chang, McCann, Victory and Bumstead, a quorum was present. The Chairman recessed the committee from 3:34 p.m. to 3:39 p.m. At 3:38 p.m., Sen.(s) Hertel and Bellino entered the meeting. The Chair entertained a motion by Sen. Klinefelt to adopt the meeting minutes from November 13, 2025. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Bellino to excuse absent members from the meeting. Without objection, Sen. McBroom was excused from the meeting. The Chair summarized the (S-2) version of SB 709. The Chair entertained a motion by Sen. Klinefelt to adopt the (S-2) version of SB 709. The vote was as follows: Yeas: Chair Geiss, Sen.(s) Klinefelt, Wojno, Hertel, Chang, McCann, Bellino, Victory, and Bumstead Nays: None The motion prevailed and the (S-2) was adopted. The Chair invited Sen. Klinefelt to summarize SB 708. Page 2 of 2 The Chair entertained a motion by Sen. Klinefelt to report SB 708 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Geiss, Sen.(s) Klinefelt, Wojno, Hertel, Chang, McCann, Bellino, Victory, and Bumstead Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Klinefelt to report SB 709 (S-2) to the floor with recommendation that it pass.
