BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES December 3, 2025 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Wednesday, December 3, 2025, at 2:00 p.m., in Room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4108 (Rep. Prestin) with recommendation. 2. Reported HB 4847 (Rep. Frisbie) with recommendation. 3. Reported SB 590 (Sen. Outman) with recommendation. 4. Reported SB 591 (Sen. Chang) with recommendation. 5. Reported SB 592 (Sen. Santana) with recommendation. 6. Testimony regarding HB 4598 (Rep. Harris). 7. Testimony regarding HB 4599 (Rep. Steckloff). 8. Testimony regarding SB 613 (Sen. Chang). The Chair called the meeting to order at 2:04 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from November 13, 2025. Without objection, the minutes were adopted. The Chair brought up HB’s 4108, HB 4847, SB 590 and SB 591, and invited Rep. Frisbie; Cameron Bruneau, of Rep. Prestin’s office and Sen. Outman to summarize the bills. Chair Chang summarized S 591.. The Chair invited the following individuals to present testimony regarding HB’s 4108, HB 4847, SB 590 and SB 591: Laura Walker, Michigan Trauma Coalition - Support The cards were read of those individuals not wishing to present testimony regarding HB’s 4108, HB 4847, SB 590 and SB 591: Chardae Burton, MI Department of Health and Human Services – Support HB 4108 Mitch Albers, MI Association for Justice – Oppose Matt Saxton, MI Sheriffs’ Association – Support Elizabeth Kutter, MI Health and Hospital Association – Support Michigan Trauma Coalition – Support The Chair entertained a motion by Sen. Shink to report HB 4108 to the floor with recommendation that the bill pass.
