BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 COMMITTEE MEETING MINUTES December 09, 2025 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Tuesday, December 9, 2025, at 9:30 a.m. in the Room 403 of the 4th Floor The agenda summary is as follows: 1. Reported SB 721 (Sen. Moss) and SB 722 (Sen. Moss) with recommendation. 2. Adopted (S-1) to SB 472 (Sen. Singh) and (S-1) to SB 473 (Sen. Singh) The Vice Chair called the committee to order at 9:33 a.m. The Vice Chair recessed the committee at 9:33 a.m. At 9:53 a.m., with all members present, the Chair reconvened the committee. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Singh, Hauck, Webber, Lauwers and Bellino The Chair entertained a motion by Senator Polehanki to adopt the meeting minutes from December 2, 2025. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 721 and SB 722: Christopher Germain, Lake Superior Community Partnership - Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 721 and SB 722: Mark Vanderpool, City Manager Sterling Heights - Support Peyton Heins, NLEA - Support Shawon Cecil, Michigan Realtors - Support Adam Majestic, Detroit Regional Chamber - Support Katie Fuller, Michigan Downtown Association - Support Judy Allen, Michigan Township Association - Support Jen Rigterink, MML - Support Page 2 of 3 The Chair entertained a motion by Senator Polehanki to report SB 721 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Singh, Hauck, Webber, Lauwers and Bellino Nays: None Pass: None The motion prevailed and the bill was reported. At 10:00 a.m., the Chair recessed the committee. At 10:20 a.m., the Chair reconvened the meeting. The Chair made a motion to reconsider the vote for SB722. Without objection, the vote for SB 722 was reconsidered. The Chair entertained a motion by Senator Polehanki to report SB722 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Singh, Hauck, Webber and Bellino Nays: Sen. Lauwers Pass: None The motion prevailed and the bill was reported. The Chair invited Senator Singh to explain S-1 substitutes to SB 472 and SB 473. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 472 and SB 473: Nikki Dewitt, Dakota Baker, Christopher Germain, Northern Michigan Chamber Alliance - Neutral Jonas Peterson, Southwest Michigan First - Support Paul Krutko, Ann Arbor Spark - Support Jennifer Owens, Lakeshore Advantage - Support Drew Beardslee, Michigan Retailers Association - Opposed Maureen Donohue Krauss, Detroit Regional Partnership - Support Bob Trezise, Lansing Economic Area Partnership - Support The Chair entertained a motion by Senator Singh to adopt the (S-1) version of SB472. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Singh, Hauck, Webber, Lauwers and Bellino Nays: None Excused: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Senator Singh to adopt the (S-1) version of SB473. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Singh, Hauck, Webber, Lauwers and Bellino Nays: None Excused: None The motion prevailed and the (S-1) was adopted. There being no further business before the committee, the Chair made a motion to adjourn the committee at 10:25 a.m. Without objection, the committee was adjourned.
