BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2426 **DRAFT** COMMITTEE MEETING MINUTES December 10, 2025 A meeting of the Senate Committee on Natural Resources and Agriculture was scheduled for Wednesday, December 10, 2025, at 10:15 a.m. in the Room 1300 of the Binsfeld Office Building The agenda summary is as follows: 1. Testimony regarding HB 4401 (Rep. Greene) 2. Adopted (S-1) and testimony regarding SB 238 (Sen. Daley) 3. Reported HB 4013 (Rep. Slagh) with recommendation. 4. Presentation on the Impact of Tariffs on Food Costs and Supply Chains The Chair called the meeting to order at 10:20 a.m.. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Shink, Sen.(s) Cherry, Singh and Polehanki The Chair entertained a motion by Sen. Singh to adopt the meeting minutes from 11/06/2025. Without objection, the minutes were adopted. The Chair entertained a motion by Senator Cherry to excuse absent members from the meeting. Without objection, Senators Daley, Victory and Hoitenga were excused from the meeting. The Chair invited Representative Greene to summarize HB 4401 and (S-1) substitute to SB 238. Member questions followed. The Chair entertained a motion by Senator Cherry to adopt the (S-1) version of SB 238. The vote was as follows: Yeas: Chair Shink, Sen.(s) Cherry, Singh and Polehanki Nays: None Not Voting: Sen.(s) Daley, Victory and Hoitenga The motion prevailed and the (S-1) was adopted. The vote was as follows: Yeas: Chair Shink, Sen.(s) Cherry, Singh and Polehanki Nays: None The motion prevailed and the bill was reported. The Chair invited the following individuals for a presentation on the impact of tariffs on food costs and supply chains: 1. Dr. Tim Boring, MDARD Director; 2. Dr. David Ortega, Professor and Noel W. Stuckman Chair in Food Economics and Policy with MSU Department of Agriculture, Food and Resource Economics; 3. Dr. Jahi Chappell, Director and Lindsey Scalera, Director of Policy and Leadership Education, MSU Center for Regional Food Systems.
