- HOUSE OF REPRESENTATIVES COMMITTEE ON JUDICIARY REP. SARAH LIGHTNER CHAIR COMMITTEE MEETING MINUTES The House Committee on Judiciary was called to order by Chair Lightner. The Chair requested attendance to be called: Present: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Tyrone Carter, Hope, Breen and Scott. Absent: None. Excused: None. Representative Tyrone Carter moved to adopt the meeting minutes from March 05, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4070 before the committee: At 10:36 AM, the Chair laid the committee at ease. At 10:37 AM, Majority Vice Chair BeGole called the committee back to order. Chair Lightner and Kristen Staley, representing the Michigan Indigent Defense Commission, testified together in support of HB 4070. Questions and discussions followed. At 10:46 AM, Majority Vice Chair BeGole laid the committee at ease. Wednesday, March 12, 2025 10:30 AM Room 521, House Office Building HB 4070 (Rep. Lightner) A bill to amend 2013 PA 93, entitled "Michigan indigent defense commission act," by amending the title and sections 3, 5, 7, 9, 11, 13, 15, 17, 21, and 23 (MCL 780.983, 780.985, 780.987, 780.989, 780.991, 780.993, 780.995, 780.997, 780.1001, and 780.1003), section 3 as amended by 2019 PA 108, sections 5, 9, 11, 13, 15, and 17 as amended by 2018 PA 214, and section 7 as amended by 2018 PA 443, and by adding section 14. At 10:47 AM, the Chair called the committee back to order. The following people submitted a card in support of HB 4070, but did not wish to speak: Jen Peacock, representing the Michigan Center for Youth Justice. Nathan Triplett, representing the State Bar of Michigan. Mary Ann Scali, representing the Gault Center. Tom Hickson, representing the Michigan Catholic Conference. Marilena David, representing the State Appellate Defender Office. Rachel Richards, representing the Michigan League for Public Policy. The following person submitted a card with a neutral position on HB 4070, but did not wish to speak: James Johnson, representing the Michigan Association of Counties. Representative BeGole moved to report out HB 4070 with recommendation. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Tyrone Carter, Hope, Breen and Scott. Nays: None. Pass: None. Chair Lightner laid before the committee a presentation from the Michigan Indigent Defense Commission. Kristen Staley, representing the Michigan Indigent Defense Commission, gave a presentation to the committee. Questions and discussion followed. Chair Lightner laid before the committee a presentation from the State Appellate Defender Office and Criminal Defense Resource Center.
