HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, May 20, 2026 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Arbit, Foreman, Myers-Phillips and Wooden. Absent: None. Excused: None. Representative St. Germaine moved to adopt the meeting minutes from April 29, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5707 before the committee: HB 5707 (Rep. Bierlein) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 30103 and 30305 (MCL 324.30103 and 324.30305), section 30103 as amended by 2018 PA 163 and section 30305 as amended by 2018 PA 631. Representative Prestin moved to adopt substitute (H-1) to HB 5707. The motion prevailed 10-0-6: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn and Wortz. Nays: None. Pass: Reps. McFall, Scott, Arbit, Foreman, Myers-Phillips and Wooden. The following person submitted a card in opposition to HB 5707, but did not wish to speak: Emily Smith, representing the Michigan Environmental Council. The following person submitted a card in support of HB 5707, but did not wish to speak: Dawn Crandall, representing the Home Builders Association of Michigan. Representative Prestin moved to report out HB 5707 with recommendation that the substitute (H-1) be adopted. The committee further recommended that the bill and substitute (H-1) be referred to the Committee on Rules. The motion prevailed 10-0-6: FAVORABLE ROLL CALL Yeas: Reps. A substitute (H-1) to HB 5682 was previously adopted at the May 13, 2026, meeting. Representative Fairbairn moved to report out HB 5682 with recommendation, as substitute (H-1). The motion prevailed 16-0-1: FAVORABLE ROLL CALL Yeas: Reps. Morgan) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 47324, 47326, 47328, 47329, and 48724 (MCL 324.47324, 324.47326, 324.47328, 324.47329, and 324.48724), as added by 1995 PA 57, and by adding section 47363. Representative Prestin and Representative Morgan testified in support of HB 5801 and HB 5802. Questions and discussions followed. Chris Semrinec and Randy Claremont, representing the Michigan Department of Natural Resources Fisheries Division Chief, testified in opposition to HB 5801 and HB 5802.
