- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES AND VETERANS REP. KATHY SCHMALTZ CHAIR COMMITTEE MEETING MINUTES Tuesday, June 2, 2026 Noon. Room 307, House Office Building The House Committee on Families and Veterans was called to order by Chair Schmaltz. The Chair requested attendance to be called: Present: Reps. Schmaltz, Wozniak, Johnsen, Thompson, Pavlov, Woolford, Young, Byrnes, Rheingans and Xiong. Absent: Rep. Fox. Excused: Rep. Fox. The Chair laid a presentation from retired U.S. Army & Michigan Veteran Jon Turnbull on his military experiences before the committee. Jon Turnbull gave a presentation on his military experiences. Questions and discussion followed. Representative Wozniak moved to adopt the meeting minutes from May 12, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 6020 before the committee: HB 6020 (Rep. Jaime Greene) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 7212 (MCL 333.7212), as amended by 2013 PA 268, and by adding sections 2222, 2222a, and 2222b. Representative Greene testified in support of HB 6020. Questions and discussion followed. Dr. Kevin Boehnke, representing the University of Michigan, testified in support of HB 6020. Henry Berkowitz testified in support of HB 6020. Questions and discussions followed. Cipriana and TK Quann testified in support of HB 6020. Questions and discussions followed. Geoff Lawrence, representing the Reason Foundation, testified in support of HB 6020. Derek Blanke, representing the Veterans of Foreign Wars, testified in support of HB 6020. The following person submitted a card in support of HB 6020, but did not wish to speak: Tim Poxson, representing the American Legion Department of Michigan. At 1:12 PM, the Chair laid the committee at ease. At 1:13 PM, the Chair called the committee back to order. The Chair laid HB 5723 before the committee: HB 5723 (Rep. Meerman) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," (MCL 722.111 to 722.128) by adding section 16a. The following person submitted a card in opposition to HB 5723, but did not wish to speak: Dave Pelon, representing the Michigan Association for Family Court Administration. Representative Woolford spoke to the proposed substitute (H-2) for HB 5723. Representative Woolford moved to adopt substitute (H-2) to HB 5723. The motion prevailed 6-3-1: FAVORABLE ROLL CALL Yeas: Reps. Schmaltz, Wozniak, Johnsen, Thompson, Pavlov and Woolford. Nays: Reps. Young, Byrnes and Rheingans. Pass: Rep. Xiong. Representative Johnsen moved to report out HB 5723 with recommendation, as substitute (H-2). The motion prevailed 6-2-2: FAVORABLE ROLL CALL Yeas: Reps. Schmaltz, Wozniak, Johnsen, Thompson, Pavlov and Woolford. Nays: Reps. Young and Rheingans. Pass: Reps. Byrnes and Xiong. Representative Pavlov moved to excuse Representative Fox from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Schmaltz adjourned the meeting at 1:17 PM.
