NANCY DEBOER CHAIR COMMITTEE MEETING MINUTES Wednesday, June 3, 2026 10:30 AM Room 327, House Office Building The House Committee on Education and Workforce was called to order by Chair DeBoer. The Chair requested attendance to be called: Present: Reps. DeBoer, Linting, Paquette, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Absent: Rep. Fox. Excused: Rep. Fox. Representative Linting moved to adopt the meeting minutes from May 20, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5338 before the committee: HB 5338 (Rep. Kunse) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1170c. Representative Kunse testified on the proposed substitute (H-1) for HB 5338. Representative Kunse moved to adopt substitute (H-1) to HB 5338. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. DeBoer, Linting, Paquette, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Nays: None. Pass: None. Representative Kunse and Patrick Wells-O'Brien, representing Gifts of Life Michigan, testified in support of HB 5338. Questions and discussion followed. Wilson) A bill to amend 1976 PA 451, entitled "The revised school code," by amending sections 1278a, 1278b, and 1284a (MCL 380.1278a, 380.1278b, and 380.1284a), sections 1278a and 1278b as amended by 2022 PA 105 and section 1284a as added by 2007 PA 101, and by adding section 1278e. HB 5984 (Rep. DeBoer) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending sections 6, 18, and 101 (MCL 388.1606, 388.1618, and 388.1701), as amended by 2025 PA 15. The following people submitted a card in support of HB 5983 and HB 5984, but did not wish to speak: Christine Simon, representing the Grand Rapids Chamber of Commerce. DeBoer, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Nays: None. Pass: Reps. Linting and Paquette. Representative Linting moved to adopt substitute (H-2) to HB 5983. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. DeBoer, Linting, Paquette, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Nays: None. Pass: None. Representative DeBoer offered the following amendment to HB 5983: 1. Amend page 30, line 4, after "(3)(b)," by striking out "and". 2. Amend page 30, line 6, after "applicable" by inserting a comma and "and a statement of support from a public school academy's authorizing body under subsection (3)(f) has been received, if applicable". Representative DeBoer moved to adopt the amendment to HB 5983. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. DeBoer, Linting, Paquette, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Nays: None. Pass: None. Representative Linting moved to report HB 5983, as amended, as substitute (H-3). The motion prevailed 8-0-2: FAVORABLE ROLL CALL Yeas: Reps. DeBoer, Linting, Paquette, Kunse, St. Germaine, Pavlov, Wilson and Weiss. Nays: None. Pass: Reps. Koleszar and Byrnes. Representative Linting moved to report out HB 5984 with recommendation that the bill be referred to the Committee on Rules. The motion prevailed 8-0-2: FAVORABLE ROLL CALL Yeas: Reps. DeBoer, Linting, Paquette, Kunse, St. Germaine, Pavlov, Wilson and Weiss. Nays: None. Pass: Reps. Koleszar and Byrnes. Representative Linting moved to excuse Representative Fox from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair DeBoer adjourned the meeting at 10:59 AM.
