BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6960 FAX: (517) 373-0897 **DRAFT** COMMITTEE MEETING MINUTES April 16, 2025 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, April 16, 2025, at 1:00 p.m., in the Harry T. Gast Appropriations Room, of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding HB 4180 – HB 4187 & HB 4230 (House Road Funding Proposal). 2. Presentation by the Citizens Research Council The Chair called the meeting to order at 1:00 pm. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Anthony, Sen.(s) McCann, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, , Camilleri, Bumstead, Albert, Damoose, Huizenga, Outman and Theis, a quorum was present. The Chair made a motion, supported by Sen. Bumstead, to adopt the committee meeting minutes from March 19, 2025. Without objection, the minutes were adopted. The Chair made invited Rep. Outman, Rep. Kunse, and Rep. Frisbie to provide the committee with an overview of HB 4180 – HB 4187 & HB 4230 (House Road Funding Proposal). Next, the Chair invited Eric Lupher, President of the Citizens Research Council of Michigan, Eric Paul Dennis, Research Associate of Infrastructure Policy, and Robert Schneider, Senior Research Associate of State Affairs, to give the committee an assessment of Michigan’s road funding. Next, the Chair invited Kathryn Summers, Director of the Senate Fiscal Agency, David Zinn, Chief Economist, and Bobby Canell, Economist, to give their assessment of the House’s road funding proposal. The following cards were turned in regarding HB 4180 – HB 4187 & HB 4230: Dennis Kolan, Oakland County Road Commission - Support Judy Allen, Michigan Townships Association - Support Ed Noyola, County Road Association – Support John LaMacchia, Michigan Municipal League – Support Lance Binoniemi, Michigan Infrastructure & Transportation Association – Support Tim Langholz – NFIB – Support Page 2 of 2 There being no further business before the committee, the Chair entertained a motion by Sen. McCann, supported by Sen. Klinefelt, to adjourned the committee. Without objection, the committee was adjourned at 2:50 pm.
