HOUSE OF REPRESENTATIVES COMMITTEE ON ECONOMIC COMPETITIVENESS REP. MIKE HOADLEY CHAIR COMMITTEE MEETING MINUTES Thursday, June 4, 2026 10:30 AM Room 521, House Office Building The House Committee on Economic Competitiveness was called to order by Chair Hoadley. The Chair requested attendance to be called: Present: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Grant, Brixie, Tate and Coffia. Absent: None. Excused: None. Representative Grant moved to adopt the meeting minutes from April 30, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5099 and HB 5100 before the committee: HB 5099 (Rep. Tyrone Carter) A bill to amend 1985 PA 106, entitled "State convention facility development act," by amending sections 10 and 20 (MCL 207.630 and 207.640), as amended by 2022 PA 276. HB 5100 (Rep. Aragona) A bill to amend 2008 PA 554, entitled "Regional convention facility authority act," by amending section 11 (MCL 141.1361), as amended by 2009 PA 63. Representative Bohnak moved to adopt substitute (H-4) to HB 5099. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Grant, Brixie, Tate and Coffia. Nays: None. Pass: None. Representative Bohnak moved to report out HB 5099 with recommendation, as substitute (H-4). The motion prevailed 8-0-3: FAVORABLE ROLL CALL Yeas: Reps. The following person submitted a card in support of HB 5099 and HB 5100, but did not wish to speak: Deena Bosworth, representing the Michigan Association of Counties. The Chair laid HB 5727 before the committee: HB 5727 (Rep. Hoadley) A bill to amend 1978 PA 90, entitled "Youth employment standards act," by amending the title and sections 2, 5, 7, 10, 15, and 20 (MCL 409.102, 409.105, 409.107, 409.110, 409.115, and 409.120), the title and sections 2, 5, 7, 10, and 20 as amended by 2024 PA 196 and section 15 as amended by 2022 PA 123, and by adding section 19a; and to repeal acts and parts of acts. Representative DeBoyer moved to adopt substitute (H-1) to HB 5727. The motion prevailed 7-4-0: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer and St. Germaine. Nays: Reps. Grant, Brixie, Tate and Coffia. Pass: None. Representative Outman moved to adopt substitute (H-2) to HB 5727. The motion prevailed 7-0-4: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer and St. Germaine. Nays: None. Pass: Reps. Grant, Brixie, Tate and Coffia. Representative Brixie explained the proposed substitute (H-3) to HB 5727. Representative Brixie moved to adopt substitute (H-3) to HB 5727. The motion did not prevail 4-7-0: UNFAVORABLE ROLL CALL Yeas: Reps. Grant, Brixie, Tate and Coffia. Nays: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer and St. Germaine. Pass: None. At 10:45 AM, the Chair laid the committee at ease. At 10:46 AM, Majority Vice Chair Bohnak called the committee back to order. Representative Hoadley testified in support of HB 5727. Questions and discussions followed. At 11:08 AM, Majority Vice Chair Bohnak laid the committee at ease. At 11:09 AM, the Chair called the committee back to order. The following people submitted a card in support of HB 5727, but did not wish to speak: Dawn Crandall, representing the Home Builders Association of Michigan. Amanda Fisher, representing the National Federation for Independent Businesses. Josh Scramlin, representing the Michigan Farm Bureau. Steve Delie, representing the Mackinac Center for Public Policy. Jack Trebtoske, representing the Michigan Restaurant and Lodging Association. The following people submitted a card in opposition to HB 5727, but did not wish to speak: Jayshona Hicks, representing the Michigan Department of Labor and Economic Opportunity. Bob Kefgen, representing the Michigan Association of Secondary School Principals. Yousef Rabhi, representing the Michigan Nurses Association. Anne Kuhnen, representing the Michigan League for Public Policy, testified in opposition to HB 5727. Questions and discussions followed.
