BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES July 22, 2020 A joint meeting of the Senate Committee on Appropriations and House Committee on Appropriations was scheduled for Wednesday, July 22, 2020, at 9:00 a.m., in the Senate Hearing room of the Boji Tower. The agenda summary is as follows: 1. Presentation from State Budget Director Chris Kolb on the Governor’s Fiscal Year 2019-2020 Executive Order Budget Reductions. 2. Adopted Executive Order 155-2020. 3. Reported HB 5265 (S-3) with recommendation and immediate effect. The Chairman called the Senate Committee on Appropriations to order at 9:00 a.m. He instructed the Clerk to call the roll, the following members were present; Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Irwin, Santana, McCann and Bayer, a quorum was present. The Chairman made a motion, supported by Sen. Hertel, to excuse absent members from the meeting. Without objection, the Sen. Hollier was excused. Next, the Chairman welcomed the House Committee on Appropriations members. The Chairman invited State Budget Director Chris Kolb to present the Governor's Executive Order 155- 2020 regarding budget reductions to the committees. The Chairman made a motion, supported by Sen. Hertel, to approve the Governor's Executive Order 155- 2020. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Irwin, Santana, McCann and Bayer Nays: None The executive order was approved. Next, the Chairman summarized the (S-2) version of HB 5265. The Chairman recognized Sen. Hertel to summarize his amendment #1 to HB 5265 (S-2). The Chairman entertained a motion from Sen. Hertel, supported by Sen. Schmidt, to adopt the Hertel amendment #1 to HB 5265 (S-2). The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Irwin, Santana, McCann and Bayer Nays: None The amendment was adopted. Page 1 of 2 The Chairman made a motion, supported by Sen. Hertel, to adopt the (S-2) version, as amended, to HB 5265. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, McCann and Bayer Nays: Sen. Irwin Pass: Sen. Santana The substitute was adopted. The Chairman made a motion, supported by Sen. Hertel, to report HB 5265 (S-2), as amended, as a clean sub, to the floor with recommendation. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, McCann and Bayer Nays: Sen. Irwin Pass: Sen. Santana The bill was reported. The Chairman entertained a motion from Sen. MacGregor, supported by Sen. Victory, to recommend immediate effect for HB 5264 (S-3).
