BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 COMMITTEE MEETING MINUTES February 23, 2021 A joint meeting of the Senate Committee on Regulatory Reform and Senate Committee on Appropriations Subcommittee on Licensing and Regulatory Affairs/Insurance and Financial Services was scheduled for Tuesday, February 23, 2021, at 3:00 p.m., in the Harry T. Gast Appropriations Room. The agenda summary is as follows: 1. Reported SB 11 (Sen. Theis) with recommendation. 2. Reported SB 49 (Sen. LaSata) with recommendation. 3. Reported SB 60 (Sen. Victory) with recommendation. 4. Presentation by Andrew Brisbo, Executive Director of the Marijuana Regulatory Agency. The Chair called the meeting to order at 3:04 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki and Wojno, a quorum was present. The Chair entertained a motion by Sen. Lauwers to adopt the committee rules for the 2021-2022 legislative session. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed. The Chair entertained a motion by Sen. Theis to report SB 11 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, and Zorn. Nays: Sen.(s) Moss, Polehanki, and Wojno. The motion prevailed and the bill was reported. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 49: Scott Ellis and Mason Doerr, Michigan Licensed Beverage Association – Support Scott Graham, Michigan Brewers' Guild – Support Page 1 of 2 The Chair entertained a motion by Sen. Johnson to report SB 49 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair invited the following individuals to present testimony regarding SB 60: Cynthia Maher, Michigan Plumbing and Mechanical Contractors Association – Support The Chair entertained a motion by Sen. VanderWall to report SB 60 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair invited the following individuals to present: Andrew Brisbo, Marijuana Regulatory Agency – No Position There being no further business before the committee, the Chair moved to adjourn the committee.
