BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 ** DRAFT ** COMMITTEE MEETING MINUTES February 9, 2022 A Joint meeting of the Senate Committee on Appropriations and the House Committee on Appropriations was scheduled for Thursday, February 9, 2022, at 11:00 a.m., in the House Appropriations Room in the State Capitol building. The agenda summary is as follows: 1. Presentation of Governor Whitmer's 2023 budget proposal by State Budget Director, Chris Harkins. The Chairman called the meeting to order at 11:00 a.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, Huizinga, LaSata, MacDonald, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman welcomed State Budget Director Chris Harkins to present Governor Whitmer's 2023 budget proposal to the senate and house committees. The Chairman entertained a motion by Sen.
