BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES March 15, 2022 A joint meeting of the Senate Committee on Finance and the Senate Committee on Transportation and Infrastructure was scheduled for Tuesday, March 15, 2022, at 9:00 a.m., in the Senate Hearing Room, Ground Floor, Boji Tower. The agenda summary is as follows: 1. Presentations regarding a Review of Michigan's Gas Taxes, Structure, Pricing Transparency, and Projections. The Chair called the meeting to order at 9:03 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Daley, Bumstead, VanderWall, Chang and Alexander, a quorum was present. The Senate Committee on Transportation and Infrastructure was called to order at 9:04 a.m. The Committee called roll. A quorum was present. The Chair entertained a motion by Sen. Daley to adopt the meeting minutes from March 2, 2022. Without objection, the minutes were adopted. The Chair made opening remarks regarding the meeting's agenda. Chair Barrett made opening remarks regarding the meeting's agenda. Chair Runestad invited Mark Griffin, President of the Michigan Petroleum Association, to give a presentation regarding Michigan's motor fuel, its costs, and taxes of gasoline. Member questions followed from both committees. Chair Runestad invited David Zin, Chief Economist for the Senate Fiscal Agency, to give a presentation regarding motor fuel taxation in Michigan. Member questions followed from both committees. Chair Runestad invited Aaron Keel and Jeff Guilfoyle, of the Michigan Department of Treasury, Troy Hagon, Director Paul Ajegba, and Patrick McCarthy, from the Michigan Department of Transportation, to answer questions regarding Michigan's motor fuel taxes. Member questions followed from both committees. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Nesbitt was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee. Without objection, the committee was adjourned at 9:54 a.m. The Senate Committee on Transportation and Infrastructure adjourned at 9:54 a.m. Date Adopted by Committee: 04/20/2022
