BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES May 24, 2022 A meeting of the Senate Committee on Oversight joint with the Senate Appropriations Subcommittee on Community Health / Human Services was scheduled for Tuesday, May 24, 2022, at 1:30 p.m., in the Harry T. Gast Appropriations Room, Capitol Building. The agenda summary is as follows: 1. Reported HB 5659 (Rep. Yaroch) with recommendation. 2. Reported HB 5660 (Rep. Yaroch) with recommendation. 3. Re-referred OAG Performance Audit Report, State Park Concessions, Leases, and Operating Agreements, Parks and Recreation Division, Department of Natural Resources, May 2022, #751-0135-21 to the Senate Committee on Natural Resources. 4. Testimony regarding the Office of the Auditor General, Performance Audit Report, Michigan Long-Term Care Ombudsman Program, Health and aging services Administration Michigan Department of Health and Human Services, May 2022, #391-0571-21. The Chair called the meeting to order at 1:31 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s)Theis, Bizon, Wozniak, Irwin and Chang, a quorum was present. The Chair invited Chair Outman to call the Appropriations Subcommittee on Community Health / Human Services to order. A quorum was present. The Chair invited the committees to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from May 17, 2022. Without objection, the minutes were adopted. The Chair brought up HB's 5659 – 5660, and reminded the Senate Committee on Oversight that testimony was received on HB's 5659 – 5660 during the May 17, 2022 committee hearing. The Chair entertained a motion by Sen. Theis to report HB 5659 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s)Theis, Bizon, Wozniak, Irwin and Chang Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 5659. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Wozniak to report HB 5660 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s)Theis, Bizon, Wozniak, Irwin and Chang Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 5660. Without objection, immediate effect was recommended. The Chair brought up Office of the Auditor General, Performance Audit Report, State Park Concessions, Leases, and Operating Agreements, Parks and Recreation Division, Department of Natural Resources, May 2022, #751-0135-21 and moved to re-refer the Report to the Senate Committee on Natural Resources. The vote was as follows: Yeas: Chair McBroom, Sen.(s)Theis, Bizon, Wozniak, Irwin and Chang Nays: None The motion prevailed and the report was referred. The Chair brought up the Office of the Auditor General, Performance Audit Report, Michigan Long-Term Care Ombudsman Program, Health and aging services Administration Michigan Department of Health and Human Services, May 2022, #391-0571-21 and invited the following individuals to give the committee a presentation: -Michael Ventura, Audit Division Manager, Office of the Auditor General -Katie Snyder, Audit Supervisor, Office of the Auditor General Member questions and discussion followed. A PowerPoint presentation was delivered by: - Scott Wamsley, Director, Bureau of Aging, Community Living and Supports - Kristina Leonardi Director, Aging and Community Services Division Member questions and discussion followed. Additional information was provided by Salli Pung, State Long Term Care Ombudsman, Michigan Long Term Care Ombudsman Program. Member questions and discussion followed. There being no further business before the committees, Chair Outman entertained a motion by Sen. Bizon to adjourn the Senate Appropriations Subcommittee on Community Health / Human Services committee at 3:12 p.m. Without objection, the committee was adjourned. There being no further business before the committees, Chair McBroom entertained a motion by Sen.
