BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 JOINT COMMITTEE MEETING MINUTES September 12, 2023 A joint meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety with the House Committee on Criminal Justice was scheduled for Tuesday, September 12, 2023, at 9:00 a.m., in the House Appropriations Room 352 of the State Capitol Building. The agenda summary is as follows: 1. Testimony regarding SB 418 (Sen. Santana). 2. Testimony regarding SB 419 (Sen. Santana). 3. Testimony regarding SB 421 (Sen. Klinefelt). 4. Testimony regarding SB 422 (Sen. McDonald Rivet). 5. Testimony regarding SB 423 (Sen. Victory). At 9:05 a.m. the House Committee on Criminal Justice was called to order and the roll was called. A quorum was present. Chair Chang called the Senate Committee on Civil Rights, Judiciary and Public Safety to order at 9:06 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Wojno to adopt the meeting minutes from June 20, 2023. Without objection, the minutes were adopted. Rep. Morse, Sen. Santana and Rep. B. Carter were invited to summarize the bills for the committees. The following individuals were invited to present testimony: - Thom Lattig, President, MI Association for Family Court Administration – Support - Jason Smith, MI Center for Youth Justice – Support - Suzy Shkreli, MI Department of Health and Human Services – Support - Demetrius Starling, MI Department of Health and Human Services – Support The following individuals submitted testimony cards: Page 1 of 2 - Tom Hickson, MI Catholic Conference – Support SB 418 - Brandon Lanyon, Prosecuting Attorneys Association of MI – Support SB’s 418, 419, 421-423 - Bobby Dorigo Jones – Support SB’s 418, 419, 421-423 - Nathan Triplett, State Bar of Michigan – Support SB’s 418, 419, 421-423 - Rachel Richards, MI League for Public Policy – Support SB’s 418, 419, 421-423 The following individuals submitted written testimony: - National Organization of Victims of Juvenile Murderers – Oppose HB’s 4160-4164 and SB’s 119-123 - Peri Stone-Palmquist, Student Advocacy Center of MI – Support SB’s 418, 419, 421, 423, 424, 426, 427, 428-431, 432-438, 437 - Bruce Timmons, Self – Neutral HB 4452 The Chair moved to excuse absent members from the meeting. Without objection, Sen. Shink was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
