BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES November 14, 2024 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Thursday, November 14, 2024, at 2:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 804 (S-1) (Sen. Wojno). 2. Reported SB 804 (S-1) (Sen. Wojno) with recommendation. 3. Adopted (S-2) and Testimony regarding SB 651 (S-2) (Sen. Singh) The Chair called the meeting to order at 2:02 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Hertel, Hauck, Webber and Bellino, a quorum was present. The Chair entertained a motion by Sen. Hauck to excuse absent members from the meeting. Without objection, Sen.(s) Santana and Lauwers were excused from the meeting. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from October 30, 2024. Without objection, the minutes were adopted. The Chair invited Senator Wojno to explain SB 804 and S-1 substitute. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 804 and (S-1): David Marvin, Liquor Control Commission – Support Scott Ellis, Michigan Licensed Beverage Association – Support The Chair entertained a motion by Sen. Wojno to adopt the (S-1) version of SB 804. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Hertel, Hauck, Webber, and Bellino. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Wojno to report the (S-1) version of SB 804 to the floor with recommendation that it pass. The vote was as follows: Page 1 of 2 Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Hertel, Hauck, Webber, and Bellino. Nays: None The motion prevailed and the bill was reported. The Chair invited Senator Singh to explain S-2 substitute to SB 651. The Chair entertained a motion by Sen. Hertel to adopt the (S-2) version of SB 651. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Hertel, Hauck, Webber, and Bellino. Nays: None The motion prevailed and the (S-2) was adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 651 and (S-2): Amy Drumm, Michigan Retailers Association – Neutral Leah Robinson, Michigan Chamber of Commerce – Neutral Rob Zora, Wild Bill's Tobacco – Opposed Jerry Griffin, Midwest Independent Retailers Association – Opposed Gwen Fosse, C.S. Mott Children's Hospital – Support The Chair entertained a motion by Sen. McCann to report the (S-2) version of SB 651 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, and Hertel. Nays: Sen.(s) Hauck, Webber, and Bellino. The motion failed and the bill was not reported. At 2:18 p.m., the Chair recessed the committee. At 2:20 p.m., the Chair reconvened the committee. Chair Moss moved to reconsider the vote by which SB 652 (S-2) failed. Without objection, the vote is reconsidered and postponed for the day. There being no further business before the committee, the Chair moved to adjourn the committee.
