BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 **DRAFT** COMMITTEE MEETING MINUTES December 3, 2024 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Tuesday, December 3, 2024, at 9:30 a.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 651 (S-2) (Sen. Singh) with recommendation. 2. Reported SB 652 (Sen. Singh) with recommendation. 3. Reported SB 653 (Sen. Cavanagh) with recommendation. 4. Reported SB 654 (Sen. Wojno) with recommendation. The Chair called the meeting to order at 9:33 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck and Webber, a quorum was present. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from November 14, 2024. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Hauck to excuse absent members from the meeting. Without objection, Sen.(s) Lauwers and Bellino were excused from the meeting. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 651 (S- 2), SB 652, SB 653 and SB 654: Brenda Moore, Michigan Black Caucus of Locally Elected Officials – Support Christine Shearer, Michigan Association of Health Plans – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 651(S- 2): Amy Drumm, Michigan Retailers Association – Neutral Leah Robinson, Michigan Chamber of Commerce – Neutral Page 1 of 2 The Chair entertained a motion by Sen. Polehanki to report the (S-2) version of SB 651 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, and Hertel. Nays: Sen.(s) Hauck and Webber. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. McCann to report SB 652 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, and Hertel. Nays: Sen.(s) Hauck and Webber. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Santana to report SB 653 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, and Hertel. Nays: Sen.(s) Hauck and Webber. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Wojno to report SB 654 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, and Hertel. Nays: Sen.(s) Hauck and Webber. The motion prevailed and the bill was reported.
