BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2406 FAX: (517) 373-5679 COMMITTEE MEETING MINUTES December 3, 2024 A meeting of the Senate Committee on Housing and Human Services was scheduled for Tuesday, December 3, 2024, at 12:00 noon, in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 1082 (S-1) (Sen. McMorrow) with recommendation. The Chair called the meeting to order at 12:22 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Cherry, Geiss, Lindsey, Hoitenga, and Damoose, a quorum was present. The Chair entertained a motion by Sen. Santana to adopt the meeting minutes from November 12, 2024. Without objection, the minutes were adopted. The Chair offered an (S-1) version of SB 1082. The Chair invited Sen. McMorrow to summarize the (S-1) version of SB 1082. The Chair invited the following individuals to present testimony regarding SB 1082: Carolyn Doyle, Michigan Coalition for Pregnancy Wellness – Oppose Genevieve Marnon, Right to Life of Michigan – Oppose The following cards were read of those individuals not wishing to testify before the committee regarding SB 1082: Ashlea Phenicie, Planned Parenthood – Support Melina Brann, Planned Parenthood – Support Rebecca Mastee, Michigan Catholic Conference – Oppose The following cards were read of those individuals not wishing to testify before the committee regarding SB 1082 (S-1): Ashley Steffen, Michigan Department of the Attorney General – Support Page 1 of 2 Sen. Lindsey offered an amendment to the (S-1) version of SB 1082. The Chair invited Sen. Lindsey to summarize the Lindsey Amendment to the (S-1) version of SB 1082. The Chair entertained a motion by Sen. Lindsey to adopt the Lindsey Amendment to the (S-1) version of SB 1082. The vote was as follows: Yeas: Sen.(s) Lindsey, Hoitenga, and Damoose Nays: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Cherry, and Geiss The motion failed and the amendment was not adopted. The Chair entertained a motion by Sen. Cavanagh to adopt the (S-1) version of SB 1082. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Cherry, Geiss, Hoitenga, and Damoose Nays: Sen. Lindsey The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bayer to report the (S-1) version of SB 1082 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Cherry, and Geiss Nays: Sen.(s) Lindsey, Hoitenga, and Damoose The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
