BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 **DRAFT** COMMITTEE MEETING MINUTES December 5, 2024 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Thursday, December 5, 2024, at 3:30 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 703 (Sen. Singh) with recommendation. 2. Reported SB 1081 (Sen. Singh) with recommendation. 3. Reported HB 5949 (Rep. Tyrone Carter) with recommendation. 4. Reported HB 5950 (Rep. Brenda Carter) with recommendation. 5. Reported HB 5951 (Rep. Matt Bierlein) with recommendation. The Chair called the meeting to order at 3:32 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers and Bellino, a quorum was present. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from December 3, 2024. Without objection, the minutes were adopted. The Chair invited Senator Singh to explain SB 703 and SB 1081. The Chair invited the following individuals to present testimony regarding SB 703 and SB 1081: Paige Fults, LARA – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 703 and SB 1081: Stacy Wells, L'estpirit Academy – Support Kristan Sayers, Michigan Assoc. of Beauty Professionals – Support David Dagenais, Michigan College of Beauty – Support Don Romain, Douglas J and Michigan Assoc. of Beauty Professionals – Support Page 1 of 2 The Chair entertained a motion by Sen. Polehanki to report SB 703 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Hauck to report SB 1081 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. The Chair invited State Representative Tyrone Carter to explain HBs 5949, 5950, 5951. Member questions followed. The Chair invited the following individuals to present testimony regarding HB 5949, HB 5950 and HB 5951: John Heath, Senior Government Relations Manager, Turo – Support Erin Bennett, Turo – Support The Chair entertained a motion by Sen. Wojno to report HB 5949 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Hauck to report HB 5950 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported.
