BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2523 FAX: (517) 373-5669 **DRAFT** COMMITTEE MEETING MINUTES December 10, 2024 A meeting of the Senate Committee on Economic and Community Development was scheduled for Tuesday, December 10, 2024, at 9:00 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 1116 (S-1) (Sen. McMorrow) with recommendation. 2. Reported SB 1117 (S-1) (Sen. Damoose) with recommendation. 3. Reported HB 5651 (Rep. Greg VanWoerkom) with recommendation. 4. Reported HB 5652 (Rep. Jason Hoskins) with recommendation. 5. Reported HB 5653 (Rep. Alabas Farhat) with recommendation. The Chair called the meeting to order at 9:02 a.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair McMorrow, Sen.(s) Cavanagh, Polehanki, McDonald Rivet, Moss, Geiss, Victory, Lindsey and Webber, a quorum was present. The Chair entertained a motion by Sen. Cavanagh to adopt the meeting minutes from November 14, 2024. Without objection, the minutes were adopted. The Chair passed the gavel to Vice Chair Cavanagh. Vice Chair Cavanagh invited Chair McMorrow and Senator Damoose to testify on SB 1116 and SB 1117 and the substitutes. Member questions followed. The Vice Chair entertained a motion by Sen. Polehanki to adopt the (S-1) version of SB 1116. The vote was as follows: Yeas: Chair McMorrow, Sen.(s) Cavanagh, Polehanki, McDonald Rivet, Moss, Geiss, Victory, Lindsey, and Webber. Nays: None The motion prevailed and the (S-1) was adopted. The Vice Chair entertained a motion by Sen. Victory to adopt the (S-1) version of SB 1117. The vote was as follows: Page 1 of 3 Yeas: Chair McMorrow, Sen.(s) Cavanagh, Polehanki, McDonald Rivet, Moss, Geiss, Victory, Lindsey, and Webber. Nays: None The motion prevailed and the (S-1) was adopted. The Vice Chair passed the gavel back to Chair McMorrow. The Chair entertained a motion by Sen. Cavanagh to report the (S-1) version of SB 1116 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McMorrow, Sen.(s) Cavanagh, Polehanki, McDonald Rivet, Moss, and Geiss. Nays: None Pass: Sen.(s) Victory, Lindsey, and Webber. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Polehanki to report the (S-1) version of SB 1117 to the floor with recommendation that it pass.
