- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, June 9, 2026 Noon. Room 519, House Office Building The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar, Andrews, Grant, Miller and Wilson. Absent: None. Excused: None. Representative Alexander moved to adopt the meeting minutes from May 12, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5989 before the committee: HB 5989 (Rep. Smit) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," (MCL 250.1001 to 250.2092) by adding section 126. Representative Smit testified in support of HB 5989. Questions and discussions followed. The following person submitted a card with a neutral position on HB 5989, but did not wish to speak: Max Aulbach, representing the Michigan Department of Transportation. Representative Alexander moved to report out HB 5989 with recommendation. The motion prevailed 17-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar, Andrews, Grant, Miller and Wilson. Nays: None. Pass: None. The Chair laid HB 5977 and HB 5978 before the committee: HB 5977 (Rep. Maddock) A bill to amend 2006 PA 384, entitled "Driver education provider and instructor act," (MCL 256.621 to 256.705) by adding section 40. HB 5978 (Rep. Maddock) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 310e (MCL 257.310e), as amended by 2019 PA 33. Representative Maddock testified in support of HB 5977 and HB 5978. Questions and discussions followed. The following person submitted a card in opposition to HB 5977 and HB 5978, but did not wish to speak: Nick Andary, representing the Michigan Department of State. The Chair laid HB 5651 before the committee: HB 5651 (Rep. VanderWall) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 627a (MCL 257.627a), as amended by 2016 PA 446. Representative VanderWall testified in support of HB 5651. Questions and discussions followed. Paul Shoup, Superintendent, representing the Mason County Eastern Schools, testified in support of HB 5651. Questions and discussions followed. The following person submitted a card in support of HB 5651, but did not wish to speak: Nikki Hartley, representing the Southeast Michigan Council of Governments (SEMCOG).
