BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 **DRAFT** COMMITTEE MEETING MINUTES April 24, 2025 A meeting of the Senate Committee on Elections and Ethics was scheduled for Thursday, April 24, 2025, at 9:00 a.m. in the Room 1100 of the Binsfeld Office Building. The agenda summary is as follows: 1. Adopted 2025-2026 Elections and Ethics Committee Rules. 2. Testimony regarding SB 240 (Sen. Moss); SB 241 (Sen. Moss); SB 242 (Sen. McBroom); SB 243 (Sen. Johnson) 3. Reported SB 240 (Sen. Moss); SB 241 (Sen. Moss); SB 242 (Sen. McBroom); SB 243 (Sen. Johnson) with recommendation. The Chair called the meeting to order at 9:01 a.m.. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Johnson and McBroom The Chair made a motion to adopt the 2025-2026 Senate Committee on Elections and Ethics Committee Rules. The vote was as follows: Yeas: Chair Moss Sen.(s) Wojno, Santana, McMorrow, Chang, Johnson, McBroom. Nays: None The motion prevailed and the 2025-2026 Committee Rules were adopted. The Chair invited the following individuals to present testimony regarding SB 240, SB 241, SB 242, SB 243: Joseph Rozell, Oakland County Director of Elections - Support Erin Schor, Legislative Liaison, Michigan Department of State - Support Chris Swope, Lansing City Clerk – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 240, SB 241, SB 242, SB 243: Melanie Macey, Promote the Vote - Support Dave Hodgkins, Michigan Municipal League - Support Judy Allen, Michigan Township Association - Neutral on SB 240 Page 2 of 2 The Chair entertained a motion by Chang to report SB240 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Johnson and McBroom Nays: None Pass: None The motion prevailed and the bill was reported. The Chair entertained a motion by Senator McMorrow to report SB241 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Johnson and McBroom Nays: None Pass: None The motion prevailed and the bill was reported. The Chair entertained a motion by Senator McBroom to report SB242 to the floor with recommendation that it pass.
