BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 **DRAFT** COMMITTEE MEETING MINUTES June 11, 2025 A meeting of the Senate Committee on Veterans and Emergency Services was scheduled for Wednesday, June 11, 2025, at 9:00 a.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4003 (Rep. Kunse) with recommendation. 2. Reported SB 274 (Sen. McCann) with recommendation. 3. Reported SB 69 (Sen. Bellino) with recommendation. 4. Reported SB 70 (Sen. Bellino) with recommendation. 5. Reported HB 4046 (Rep. Roth) with recommendation. The Chair called the meeting to order at 9:02 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Hertel, Outman and Lindsey, a quorum was present. The Chair entertained a motion by Sen. Hertel to adopt the meeting minutes from May 14, 2025. Without objection, the minutes were adopted. The Chair brought up HB 4003, and invited Rep. Kunse and Vince Hardy, Father of Sgt. Webber, to summarize the bill. The Chair invited the following individuals to present testimony regarding HB 4003: Col. Anthony Davis - Support The cards were read of those individuals not wishing to present testimony regarding HB 4003, SB 274, SB 69, SB 70 and HB 4046: Mark Polsdofer, Michigan Department of Transportation – Neutral Matt Saxton, Michigan Sheriffs Association – Support SB’s 69-70 The Chair entertained a motion by Sen. Hertel to report HB 4003 to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Hertel, Outman and Lindsey Nays: None The motion prevailed and the bill was reported. The Chair brought up SB 274, and invited Shawn Deverell of Sen. McCann’s office to summarize the bill. The Chair invited the following individuals to present testimony regarding SB 274: Master Sergeant Torri Kuhse – Support The Chair continued with testimony while awaiting the last committee member to arrive from another committee hearing. The Chair brought up SB 69, and invited Sen. Bellino to summarize the bill. The Chair brought up SB 70, and invited Sen. Bellino and Sen. Lindsey to summarize the bill. The Chair brought up HB 4046, and invited Mindy Fernandes of Rep. Roth’s office to summarize the bill. The Chair recessed the committee from 9:33 a.m. to 9:36 a.m. At 9:36 a.m. Sen. Santana arrived. Without objection, the Chair moved to reconsider the vote by which HB 4003 passed. The Chair entertained a motion by Sen. Hertel to report HB 4003 to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Hertel, Santana, Outman and Lindsey Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Santana to report SB 274 to the floor with recommendation that the bill pass.
