- HOUSE OF REPRESENTATIVES COMMITTEE ON INSURANCE REP. MIKE HARRIS CHAIR COMMITTEE MEETING MINUTES Wednesday, June 10, 2026 Noon. Room 521, House Office Building The House Committee on Insurance was called to order by Chair Harris. The Chair requested attendance to be called: Present: Reps. Harris, Tisdel, Lightner, Posthumus, Aragona, Neyer, Schuette, Brenda Carter, Tate and Fitzgerald. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Schuette moved to adopt the meeting minutes from June 03, 2026. There being no objection, the motion prevailed with unanimous consent. At 12:05 PM, the Chair laid the committee at ease. At 12:08 PM, the Chair called the committee back to order. The Chair laid HB 5814 before the committee: HB 5814 (Rep. Maddock) A bill to amend 1939 PA 280, entitled "The social welfare act," (MCL 400.1 to 400.119b) by adding section 106c. Representative Aragona moved to report out HB 5814 with recommendation. The motion prevailed 7-3-0: FAVORABLE ROLL CALL Yeas: Reps. Harris, Tisdel, Lightner, Posthumus, Aragona, Neyer and Schuette. Nays: Reps. Brenda Carter, Tate and Fitzgerald. Pass: None. The Chair laid HB 5993 and HB 5994 before the committee: HB 5993 (Rep. Harris) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 1915 (MCL 500.1915), as amended by 2020 PA 62, and by adding section 1202a. HB 5994 (Rep. Snyder) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 1510 (MCL 500.1510), as amended by 1994 PA 6. At 12:08 PM, the Chair laid the committee at ease. At 12:09 PM, Majority Vice Chair Tisdel called the committee back to order. Representative Harris testified in support of HB 5993. Craig Puckett and Adam Jackson, both representing the Big I Michigan, testified in support of HB 5993. Questions and discussion followed. Representative Harris joined to answer questions from the committee. At 12:23 PM, Majority Vice Chair Tisdel laid the committee at ease. At 12:24 PM, the Chair called the committee back to order. Representative Snyder testified in support of HB 5994. Josh Ellwanger and Kris Gustafson, representing the National Premium Finance Association, testified in support of HB 5994. Questions and discussions followed. The following person submitted a card in support of HB 5993 and HB 5994, but did not wish to speak: Ben Eichler, representing the National Association of Insurance and Financial Advisors. The following person submitted a card in support of HB 5994, but did not wish to speak: Craig Puckett, representing The Big I Michigan. Representative Brenda Carter moved to excuse Representative Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent.
