SARAH LIGHTNER CHAIR COMMITTEE MEETING MINUTES Wednesday, June 10, 2026 10:30 AM Room 521, House Office Building The House Committee on Judiciary was called to order by Chair Lightner. The Chair requested attendance to be called: Present: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Tyrone Carter, Hope, Breen and Scott. Absent: None. Excused: None. Representative Johnsen moved to adopt the meeting minutes from June 03, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5453 before the committee: HB 5453 (Rep. Lightner) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," (MCL 760.1 to 777.69) by adding section 21c to chapter XVI. The following people submitted a card in support of HB 5453, but did not wish to speak: Mitch Rice, representing himself. Noah Smith, representing the Criminal Defense Attorneys of Michigan. Chair Lightner moved to report out HB 5453 with recommendation. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Tyrone Carter, Hope and Scott. Nays: None. Pass: None. The Chair laid HB 5684, HB 5685 and HB 5686 before the committee: HB 5684 (Rep. Phil Green) A bill to amend 1931 PA 328, entitled "The Michigan penal code," (MCL 750.1 to 750.568) by adding section 81f. HB 5685 (Rep. Edwards) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 81c (MCL 750.81c), as added by 2001 PA 22. HB 5686 (Rep. Roth) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 16d of chapter XVII (MCL 777.16d), as amended by 2023 PA 208. Representative Green, Representative Edwards, and Representative Roth testified together in support of HB 5684, HB 5685 and HB 5686. Questions and discussions followed.
