- COMMITTEE MEETING MINUTES March 4, 2020 A meeting of the Senate Appropriations Subcommittee on General Government was scheduled for Wednesday, March 4, 2020, at 3:00 p.m., in the Harry T. Gast Appropriations Room, 3rd Floor, Capitol Building. The Chair called the meeting to order. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Stamas, Sen.(s) Victory, Bumstead and Irwin, a quorum was present. The Chair made a motion, supported by Sen. Bumstead, to excuse absent members from the meeting. Without objection, Sen. Stamas was excused from the meeting. The Chair invited the following individuals to present testimony regarding the FY 2020-21 Executive Budget Recommendation for the Department of Technology, Management, and Budget. Tricia Foster, Director, Department of Technology, Management, and Budget Phil Jeffrey, Chief Financial Officer, Department of Technology, Management, and Budget Senator Victory and Senator Bumstead asked questions regarding The Venture Michigan Fund, the Green Revolving Fund, and IT practices. At 3:30 p.m., the Majority Vice Chair recessed the committee. At 3:42 p.m., the Majority Vice Chair reconvened the committee. The Chair invited the following individuals to present testimony regarding the Prosecuting Attorneys Coordinating Council Cheri Bruinsma, Prosecuting Attorneys Coordinating Council There being no further business before the committee, the Chair entertained a motion by Sen.
