- COMMITTEE MEETING MINUTES February 19, 2020 A meeting of the Senate Appropriations Subcommittee on General Government was scheduled for Wednesday, February 19, 2020, at 3:00 p.m., in the Harry T. Gast Appropriations Room, 3rd Floor, Capitol Building. The Majority Vice Chair called the meeting to order at 3:30 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Majority Vice Chair Victory, Sen. Irwin, a quorum was not present. The Majority Vice Chair Roger Victory invited the following individuals to present testimony regarding the Governor's FY 2020-21 budget recommendation Mary Engleman, Civil Rights – Support Matt Fedorchuk, Civil Service Commision – Support There being no further business before the committee, the Majority Vice Chair Roger Victory made a motion, supported by Sen.
