- **DRAFT** COMMITTEE MEETING MINUTES February 13, 2020 A meeting of the Senate Appropriations Subcommittee on Appropriations Subcommittee on Justice and Public Safety was scheduled for Thursday, February 13, 2020, at 1:00 p.m., in the 1300 Room of the Binsfeld Office Building. The Chair called the meeting to order at 1:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen. Runestad, a quorum was present. Chair Barrett discussed the overall responsibilities of the subcommittee, to oversee and produce FY 2020-21 budget recommendations to the Senate Appropriations Committee for the Department of State Police, Department of Military and Veterans Affairs, Department of Corrections, and the Judiciary. He announced that for today's meeting, the Department of State Police will present the Governor's FY 2020-21 budget recommendations for its Department. Col. Joseph Gasper, Director of the Department of State Police, testified about the programs, responsibilities, and priorities of the State Police. He discussed his department's culture and the components to policing: traffic safety enforcement, community engagement, and crime prevention. He used a PowerPoint presentation to discuss highlights of the Governor's FY 2020-21 budget recommendations for the department. Other discussion topics included trooper strength, immigration law compliance, recruiting, opioid law enforcement, personal privacy issues, and in-car video camera upgrades. The Chair made a motion, supported by Sen. Runestad, to excuse absent members from the meeting. Without objection, Sen. Hollier was excused from the meeting. There being no further business before the committee, the Chair made a motion, supported by Sen. Runestad, to adjourn the committee at 1:45 p.m.Without objection, the committee was adjourned.
