- HOUSE OF REPRESENTATIVES COMMITTEE ON FINANCE REP. MARK TISDEL CHAIR COMMITTEE MEETING MINUTES Tuesday, June 16, 2026 10:30 AM Room 521, House Office Building The House Committee on Finance was called to order by Chair Tisdel. The Chair requested attendance to be called: Present: Reps. Tisdel, Frisbie, VanderWall, Martin, Posthumus, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Absent: Rep. Lightner. Excused: Rep. Lightner. Representative Hoskins moved to adopt the meeting minutes from June 09, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5214 before the committee: HB 5214 (Rep. Schmaltz) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding section 277. A substitute (H-1) to HB 5214 was previously adopted at the June 9, 2026, meeting. The following person submitted a card in support of HB 5214, but did not wish to speak: Ronald Taylor, CEO, representing the Detroit Area Agency on Aging. Representative Paiz offered the following amendment to HB 5214: 1. Amend page 2, line 27, after "of" by striking out "$2,000.00" and inserting "$1,000.00". Representative Paiz testified in support of the proposed amendment to HB 5214. Representative Paiz moved to adopt the amendment to HB 5214. The motion did not prevail 6-8-0: UNFAVORABLE ROLL CALL Yeas: Reps. Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Nays: Reps. Tisdel, Frisbie, VanderWall, Martin, Posthumus, Alexander, Aragona and Schuette. Pass: None. Representative Frisbie moved to report out HB 5214 with recommendation, as substitute (H-1). The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Martin, Posthumus, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Nays: None. Pass: None. Representative VanderWall moved to excuse Representative Lightner from the meeting. There being no objection the motion prevailed by unanimous consent.
