- COMMITTEE MEETING MINUTES February 13, 2020 A meeting of the Senate Appropriations Subcommittee on Appropriations Subcommittee on K-12 and Michigan Department of Education was scheduled for Thursday, February 13, 2020, at 9:00 a.m., in the Harry T. Gast Appropriations Room, 3rd Floor, Capitol Building. The Chair called the meeting to order at 9:00 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Schmidt, Sens. Outman, Bumstead, Daley and Bayer, a quorum was present. The Chair invited the following individuals to present testimony regarding Beth Bullion, State Budget Office – Support The Chair invited the following individuals to present testimony regarding Ann Richmond & Kyle Guerrant, Department of Education – Support There being no further business before the committee, the Chair made a motion, supported by Sen.
