- **DRAFT** COMMITTEE MEETING MINUTES March 12, 2020 A meeting of the Senate Appropriations Subcommittee on Licensing and Regulatory Affairs (LARA)/Department of Insurance and Financial Services (DIFS) was scheduled for Thursday, March 12, 2020, at 8:30 a.m., in the 1300 Room of the Binsfeld Office Building. The Chair called the meeting to order at 8:34 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt and Senator Santana. A quorum was present. The Chair made a motion, supported by Senator Santana, to adopt the meeting minutes from March 5, 2020. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding the Marijuana Regulatory Agency's activities and budget: Andrew Brisbo, Executive Director, Marijuana Regulatory Agency At 8:37 a.m., Senator Michael MacDonald entered the meeting. All members were present. Senator Nesbitt asked questions regarding total marijuana sales and price tracking. Senator Santana asked for clarification regarding requested appropriations increases. Senator Nesbitt asked Mr. Brisbo about the Agency's request for additional FTEs and the adequacy of its staffing levels. The Chair asked additional questions regarding the progress of microbusiness licensing, potential changes to that process and its requirements, expected cost savings if the Agency is permitted to require Labor Peace Agreements, and the appropriateness of such Agreements as a requirement for licensing. There being no further business before the committee, the Chair made a motion, supported by Sen. MacDonald, to adjourn the committee at 9:03 a.m. Without objection, the committee was adjourned.
