BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES September 2, 2020 A meeting of the Senate Committee on Finance was scheduled for Wednesday, September 2, 2020, at 12:30 p.m. in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding SB 1035 (Sen. Runestad). 2. Testimony regarding HB 4926 (Rep. Afendoulis). 3. Testimony regarding HB 4927 (Rep. Vaupel). 4. Testimony regarding HB 4928 (Rep. Webber). 5. Testimony regarding HB 4929 (Rep. Yancy). 6. Testimony regarding HB 4930 (Rep. Whitsett). The Chair called the meeting to order at 12:32 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Nesbitt, Bumstead, VanderWall, Chang and Alexander, a quorum was present. The Chair entertained a motion by Sen. Bumstead to adopt the meeting minutes from July 22, 2020. Without objection, the minutes were adopted. The Chair moved to excuse absent members from the meeting. Without objection, Sen. Daley was excused from the meeting. The Chair brought up SB 1035. The Chair invited the following individuals to present testimony regarding SB 1035: Dan Papineau, Michigan Chamber of Commerce – Support Fred Nicely, Council on State Taxation (via Zoom) – Support Rachel Richards, Michigan Department of Treasury (via Zoom) - Support The Chair recessed the committee from 12:41 p.m. to 12:55 p.m. The Chair brought up HB's 4926 – 4930 and invited Rep. Afendoulis to summarize HB 4926, Rep. Vaupel to summarize HB 4927, and Rep. Webber to summarize HB 4928. The Chair invited the following individuals to present testimony regarding HB's 4926-4930: Rachel Richards, Michigan Department of Treasury (via Zoom) - support Chris Glass, West Michigan Talent Triangle – Support HB 4926 The cards were read of those individuals not wishing to present testimony regarding HB's 4926-4930: Chris Hackbarth, Michigan Municipal League – Support Matt Kurta, School Equity Caucus – Support Peter Spadafore, Michigan Association of School Administrators – Support Jennifer Smith, Michigan Association of School Boards – Support Jerry Johnson, Calhoun ISD – Support Dave Hodgkins, Michigan Municipal League – Support Mike Latvis, Wayne RESA – Support There being no further business before the committee, the Chair moved to adjourn the meeting.
