The agenda summary is as follows: 1. Reported SB 570 (S-3) (Sen. Theis) with recommendation and immediate effect. 2. Reported SB 571 (Sen. Theis) with recommendation and immediate effect. 3. Reported SB 572 (S-3) (Sen. Hertel) with recommendation and immediate effect. 4. Reported SB 573 (Sen. Hertel) with recommendation and immediate effect. The Chair called the meeting to order at 9:04 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Theis, Sen.(s) Lauwers, Nesbitt, Daley, Barrett, Horn, Geiss, Bullock and McMorrow, a quorum was present. The Chair entertained a motion by Sen. Lauwers to adopt the meeting minutes from January 8, 2020. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 570, SB 571, SB 572 and SB 573: Sarah Waun, Michigan State Medical Society – Opposition Belinda Chandler, Michigan College of Emergency Physicians – Opposition Larry Lewis, Aetna – Support Christine Shearer, Michigan Association of Health Plans – Support Gabe Basso, Blue Cross Blue Shield of Michigan – Support Bret Jackson, Economic Alliance of Michigan – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 570 (S- 3) and SB 572 (S-3): Karla Asheahurst, United Health Group – Support Kelly McGovern, Molina Healthcare – Support Page 1 of 3 The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 572 and SB 573: Christin Nohner, Michigan Society of Pathologists – Opposition The Chair entertained a motion by Sen. Horn to adopt the (S-3) version of SB 570. The vote was as follows: Yeas: Chair Theis, Sen.(s) Lauwers, Nesbitt, Daley, Barrett, Horn, Geiss, Bullock, and McMorrow. Nays: None The motion prevailed and the (S-3) was adopted. The Chair entertained a motion by Sen. Horn to report the (S-3) version of SB 570 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sen.(s) Lauwers, Daley, Barrett, Horn, Geiss, Bullock, and McMorrow. Nays: Sen. Nesbitt. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 570. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Lauwers to report SB 571 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sen.(s) Lauwers, Daley, Barrett, Horn, Geiss, Bullock, and McMorrow. Nays: Sen. Nesbitt. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 571. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Horn to adopt the (S-3) version of SB 572. The vote was as follows: Yeas: Chair Theis, Sen.(s) Lauwers, Nesbitt, Daley, Barrett, Horn, Geiss, Bullock, and McMorrow. Nays: None The motion prevailed and the (S-3) was adopted. The Chair entertained a motion by Sen. Lauwers to report the (S-3) version of SB 572 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sen.(s) Lauwers, Daley, Barrett, Horn, Geiss, Bullock, and McMorrow. Nays: Sen. Nesbitt. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 572. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Lauwers to report SB 573 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sen.(s) Lauwers, Daley, Barrett, Horn, Geiss, Bullock, and McMorrow. Nays: Sen. Nesbitt. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 573. Without objection, immediate effect was recommended.
