HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. BRIAN BEGOLE CHAIR COMMITTEE MEETING MINUTES The House Committee on Government Operations was called to order by Chair BeGole. The Chair requested attendance to be called: Present: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Absent: None. Excused: None. Representative VanderWall moved to adopt the meeting minutes from February 20, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4118 before the committee: Representative Schuette testified in support of HB 4118. Questions and discussion followed. Joe Bush and Cole Hendricks, representing the Michigan Association of County Drain Commissioners, testified in support of HB 4118. The following person submitted a card in support of HB 4118, but did not wish to speak: Judy Allen, representing the Michigan Township Association. The following person submitted a card in opposition to HB 4118, but did not wish to speak: Chris Semrinec, representing the Michigan Department of Natural Resources. The Chair laid HB 4061 before the committee: Thursday, March 13, 2025 9:00 AM Room 307, House Office Building HB 4118 (Rep. Schuette) A bill to amend 1956 PA 40, entitled "The drain code of 1956," by amending sections 151, 154, 280, 468, and 520 (MCL 280.151, 280.154, 280.280, 280.468, and 280.520), section 154 as amended by 2020 PA 281, section 280 as amended by 2016 PA 27, and sections 468 and 520 as amended by 2018 PA 644. Representative Tisdel testified in support of HB 4061. Questions and discussion followed. Kyle Zawacki, representing the American Civil Liberties Union, testified in opposition to HB 4061. Questions and discussions followed. The following people submitted a card in opposition to HB 4061, but did not wish to speak: Daniel Hurley, representing the Michigan Association of State Universities. Rachel Richards, representing the Michigan League for Public Policy. There being no further business before the committee, Chair BeGole adjourned the meeting at 9:48 AM. Tisdel) A bill to require verification that public contracts are performed by employees who are entitled to work in the United States; to prescribe acceptable methods for verifying legal presence in the United States; to condition the eligibility of employers to perform certain public contracts on participation in the federal immigrant verification system; to provide for the powers and duties of certain state and local governmental officers and entities; to provide for the promulgation of rules; and to provide sanctions and penalties.
