- **DRAFT** COMMITTEE MEETING MINUTES April 20, 2022 A meeting of the Senate Appropriations Subcommittee on Community Health/Human Services was scheduled for Wednesday, April 20, 2022, at 12:30 p.m., in the Harry T. Gast Appropriations Room. The agenda summary is as follows: 1. Referred SB 828 (Outman) to the Committee on Appropriations, with recommendation as substituted (S-2), with amendments and immediate effect. The Chair called the meeting to order at 12:33 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Outman, Sen.(s) Bizon, Daley, Huizenga, LaSata, MacDonald, Schmidt, Santana and Hollier, a quorum was present. The Chair entertained a motion by Sen. Bizon, supported by Sen. LaSata, to excuse absent members from the meeting. Without objection, Sen. Irwin was excused from the meeting. The Chair entertained a motion by Sen. LaSata, supported by Sen. MacDonald, to adopt the meeting minutes from April 12, 2022. Without objection, the minutes were adopted. At 12:34 p.m., Sen. Winnie Brinks entered the meeting. The Chair invited the following individuals to provide an overview of SB 828 (S-2). Ellyn Ackerman and John Maxwell, Senate Fiscal Agency The Chair entertained a motion by Sen. Bizon, supported by Sen. Huizenga, to adopt the (S-2) version of SB 828. The vote was as follows: Yeas: Chair Outman, Sen.(s) Bizon, Daley, Huizenga, LaSata, MacDonald, Schmidt, Santana, Brinks, and Hollier. Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. MacDonald, supported by Sen. Daley, to adopt the Bizon amendment #1a to the (S-2) version of SB 828. The vote was as follows: Yeas: Chair Outman, Sen.(s) Bizon, Daley, Huizenga, LaSata, MacDonald, Schmidt, Santana, Brinks, and Hollier. Nays: None The motion prevailed and the amendment was adopted. Page 1 of 2 Senator Santana spoke on the proposed Senate Bill 828 (S-2). The Chair entertained a motion by Sen. Bizon, supported by Sen. Schmidt, to refer SB 828 to the Committee on Appropriations, with recommendation as substituted (S-2). The vote was as follows: Yeas: Chair Outman, Sen.(s) Bizon, Daley, Huizenga, LaSata, MacDonald, and Schmidt. Nays: Sen.(s) Santana, Brinks, and Hollier. The motion prevailed and the bill was referred. The Chair made a motion to recommend immediate effect for SB 828. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair made a motion, supported by Sen. Daley, to adjourn the committee at 12:49 p.m.Without objection, the committee was adjourned.
