- **DRAFT** COMMITTEE MEETING MINUTES March 9, 2022 A meeting of the Senate Appropriations Subcommittee on Community Health/Human Services was scheduled for Wednesday, March 9, 2022, at 12:30 p.m., in the Harry T. Gast Appropriations Room. The Chair called the meeting to order at 12:31 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Outman, Sen.(s) Daley, LaSata, Schmidt, Huizenga, and Irwin, a quorum was present. The Chair entertained a motion by Sen. Daley, supported by Sen. Huizenga, to adopt the meeting minutes from February 22, 2022. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding Governor Whitmer’s proposed FY 2022-23 Budget Recommendation. Demetrius Starling, Executive Director of the Children's Services Agency and Rachel Willis, Director of the Bureau of Out of Home Services, Department of Health and Human Services At 12:35 p.m., Sen. Mark Huizenga left the meeting. A quorum was not present. At 12:37 p.m., Sen. Winnie Brinks entered the meeting. A quorum was now present. At 12:41 p.m., Sen. Sylvia Santana entered the meeting. At 12:48 p.m., Sen. Michael MacDonald entered the meeting. At 12:51 p.m., Sen. John Bizon entered the meeting. At 1:10 p.m., Sen. Wayne Schmidt left the meeting. The Chair invited the following individuals to present testimony regarding Governor Whitmer’s proposed FY 2022-23 Budget Recommendation. Janet Reynolds Snyder, Executive Director, Michigan Federation for Children & Families David Gehm, CEO, Wellspring Lutheran Services At 1:26 p.m., Sen. Winnie Brinks left the meeting. The Chair entertained a motion by Sen. LaSata, supported by Sen. Daley, to excuse absent members from the meeting. Without objection, Sen. Hollier was excused from the meeting.
