- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, June 23, 2026 Noon. Room 519, House Office Building The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Hope, Koleszar, Andrews, Grant and Miller. Absent: Reps. Herzberg and Wilson. Excused: Reps. Herzberg and Wilson. Representative Alexander moved to adopt the meeting minutes from June 16, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid SB 52 before the committee: SB 52 (Sen. Geiss) A bill to amend 1978 PA 639, entitled "Hertel-Law-T. Stopczynski port authority act," by amending the title and sections 2, 8, 9, 10, 13, 14, 14a, 16, 18, 20, 23, 24, and 25 (MCL 120.102, 120.108, 120.109, 120.110, 120.113, 120.114, 120.114a, 120.116, 120.118, 120.120, 120.123, 120.124, and 120.125), the title as amended and section 14a as added by 1998 PA 188, sections 14 and 18 as amended by 2002 PA 412, and section 23 as amended by 1984 PA 256, and by adding section 19a. Representative Neyer moved to report out SB 52 with recommendation. The motion prevailed 14-1-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Hope, Koleszar, Andrews, Grant and Miller. Nays: Rep. Carra. Pass: None. The Chair laid HB 5940 before the committee: HB 5940 (Rep. Prestin) A bill to amend 1925 PA 368, entitled "An act to prohibit obstructions and encroachments on public highways; to provide for the removal of obstructions and encroachments on public highways; to prescribe the conditions under which telegraph, telephone, power, and other public utility companies, cable television companies, broadband companies, and municipalities may enter upon, construct, and maintain telegraph, telephone, power, cable television, or broadband lines, pipe lines, wires, cables, poles, conduits, sewers, and like structures upon, over, across, or under public roads, bridges, streets, and waters; and to prescribe penalties and provide remedies," by amending section 13 (MCL 247.183), as amended by 2018 PA 565, and by adding section 13a. The following person submitted a card in support of HB 5940, but did not wish to speak: Carlie Knott, representing the Michigan Environmental Council. The following person submitted a card with a neutral position on HB 5940, but did not wish to speak: Max Aulbach, representing the Michigan Department of Transportation. Representative Prestin moved to adopt substitute (H-2) to HB 5940. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Hope, Koleszar, Andrews, Grant and Miller. Nays: None. Pass: None. Representative Prestin moved to report out HB 5940 with recommendation, as substitute (H-2). The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. The Chair laid HB 6079 before the committee: HB 6079 (Rep. Morgan) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending sections 6 and 25 (MCL 205.56 and 205.75), section 6 as amended by 2014 PA 425 and section 25 as amended by 2025 PA 17, and by adding section 18a. Representative Morgan testified in support of HB 6079. Questions and discussions followed. Deb Prato, representing The Rapid, testified in support of HB 6079. Questions and discussions followed. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Outman adjourned the meeting at 1:12 PM.
